Martyn's Law

Terrorism (Protection of Premises) Act 2025

Martyn’s Law, officially titled the Terrorism (Protection of Premises) Act 2025, was passed in April 2025 in response to the Manchester Arena bombing in 2017, which tragically claimed the life of Martyn Hett and 21 others. The law aims to improve protective security and organisational preparedness at public venues across the UK. 

Key Objectives

  •  Ensure venues and events are prepared to respond to terrorist threats.
  • Introduce a tiered system based on venue capacity: 
    • Standard Tier: 200–799 people – requires basic protective procedures (e.g. evacuation plans, staff training).
    • Enhanced Tier: 800+ people – requires more robust measures (e.g. CCTV, bag checks, physical security).

Who’s Affected

  •  Public premises such as theatres, restaurants, hospitals, schools, transport hubs, and places of worship.
  • Events open to the public with controlled access (e.g. ticketing or payment).

Legal Requirements

  •  Notify the Security Industry Authority (SIA), which acts as the regulator.
  • Implement reasonably practicable public protection procedures.
  • Enhanced tier venues must also document and submit their security measures to the SIA.
  • Non-compliance can result in fines up to £18 million or 5% of global turnover.

Implementation Timeline

  •  A 24-month implementation period is in place.
  • Full enforcement begins April 2027.
  • Guidance will be issued to help venues comply without needing specialist expertise or third-party services.
